Dr. Xinhua Chen is a renowned expert in the field of Energy in China and internationally. He once taught in the Energy Department of the Asian Institute of Technology in Bangkok, Thailand, and served as special Assistant to the Director and Director of the General Office and Director of the China Cooperation Department of the International Energy Agency. When the IEA was in charge of the cooperation between the ORGANIZATION and the Chinese government, Dr. Chen advised the Chinese government to set up the National Energy Administration and did a lot of work on natural gas policy, strategic petroleum reserve, energy conservation and emission reduction, scientific and technological cooperation and so on. Dr. Chen came to Beijing in 2003 and served successively as vice President of BP China, Chairman of the Energy Committee of the European Chamber of Commerce in China, Vice President and President of Statoil China, Chief Strategy Officer and Assistant to the Chairman of ENN group.


In 2008, Dr Chan in central financial and economic leading group office, the national energy leading group office, the National Energy Administration, under the support of founded established Beijing international energy experts (www.beijingenergyclub.org) and served as President of the club. Since its establishment, the club has held more than 100 activities, published many influential research reports, and has a great popularity and social influence in the global energy field. The former director of THE International Energy Agency, the Secretary of Energy of the United States, the Energy Commissioner of the European Union, the Foreign Secretary of the United Kingdom, the Minister of Oil of Saudi Arabia, the Minister of Energy of Norway, the Russian Ambassador to China, the president of Cambridge Energy Association of the United States and other top international energy officials and experts have all made special speeches at the club. In 2016, under Dr Chen's leadership, the Club set up a Clean Energy Assessment and Promotion (TAD) platform in Beijing with the support of the Asian Development Bank to promote the market connection of clean energy technologies.


Dr. Chen not only has a profound insight into China and world energy issues, but also has extensive contacts and influence in the international energy industry. With this solid foundation, he uses the platform of Beijing International Energy Experts Club to gather the wisdom and ability of renowned energy experts around the world to help China cope with the energy and environmental challenges it faces, and at the same time to expand China's influence and voice in the global energy field.


On October 26, 2017, at the International Gas Union (IGU) Board meeting held in Tokyo, Japan, Dr. Chen, as a core member of the Chinese campaign team, together with Li Yalan, Chairman of Beijing Gas Group, and Gao Zhikai, Director of China Energy Security Research Institute, successfully represented China in the election of the 2021-2024 PRESIDENCY of the INTERNATIONAL Gas Union. It also won the right to host the 2024 World Gas Conference for Beijing.

Ÿ 2005-2013 Chairman of the Energy Committee of the European Chamber of Commerce in China. During other part-time jobs include: the international energy agency global energy enterprise senior advisory board members, senior adviser to energy research institute, tsinghua university institute of the state of the union of Shanghai visiting fellow accredited senior adviser, state grid energy research institute, China international studies, a foundation energy diplomacy center, a senior adviser.


Ÿ August 2003 to April 2005: Sent by BP Group London headquarters to Work in Beijing as vice President of gas and Power Generation business of BP China Investment Co., LTD.


Ÿ 2000 to 2003: In Paris, France and Chinese cooperation, director of the international energy agency headquarters, in charge of the international energy agency cooperation with China, the energy security and strategic oil reserves, energy technology, energy conservation and emissions reduction, natural gas market development, energy management system construction and so on have done a lot of work, and presided over wrote "the development of China's natural gas market - energy policy challenges.


Ÿ 1997-2000: Special Assistant and Chief of Staff to the Director, International Energy Agency. Assists in the day-to-day leadership of the Administrator, advising on major policy and management issues related to the IEA, and coordinating the relationship between the IEA Secretariat and the representative offices of member countries, as well as with OECD. He also serves as secretary of the Board of governors of the International Energy Agency, and is responsible for organizing the board's quarterly meetings and biennial ministerial meetings. Accompanied the Administrator on visits to most of the Iea's member states and major non-member states and drafted numerous policy statements.


Ÿ 1996-1997: International Energy Agency, working with India and Southeast Asia. Negotiated with the Government of India on behalf of the International Energy Agency and concluded a memorandum of understanding on cooperation in the energy sector.


Ÿ 1993-1996: Worked in the Energy Department, Asian Institute of Technology, Bangkok, Thailand, first as assistant Professor, promoted to Associate Professor in December 1995. He teaches graduate courses such as "Energy Demand Analysis and Prediction", "International Energy Market", "Energy, Environment and Technological Innovation", and supervises thesis research of master students and doctoral students. He is chief editor of energy Asia Newsletter and deputy director of energy and Environment Research and Development Center. He is also an advisor to the Asian Development Bank's China Energy Program, the United Nations Asia-pacific Economic and Social Energy and Environment Program, and the United Nations Development Agency's Malaysia Energy Policy Program.


Ÿ 1992-1993: Institute of Energy Economics and Policy, CNRS, France. Engaged in energy market analysis, energy modeling, energy and environment research.

Ÿ born on July 27, 1962 in Xianju, Zhejiang province; French nationality, as a talent urgently needed by the country, obtained the foreigner's permanent residence certificate (Chinese Green card) in 2012, and was hired as an expert by Beijing Bureau of Foreign Experts Affairs in 2013.
