Liu  He  is  a  member  of  the  Chinese  Academy  of Engineering  and  a leading  expert in energy  and mining engineering  and  management.  He is Deputy Chief Engineer and Professor-Level Senior Engineer at  the Research Institute of Petroleum Exploration and Development, China National Petroleum Corporation (CNPC).
