Xie Qiuye is a professor-level senior engineer and a senior advisor to the China Electric Power Planning & Engineering Institute (EPPEI). He has held several important roles, including Party Secretary and President of EPPEI, President of the Central Southern Electric Power Design  Institute, General Manager of a power generation subsidiary of China Power Engineering Consulting (Group) Corporation, and Vice President of the Northwest Electric Power Design Institute. As an expert in energy and power planning, policy research, and design of thermal power plants, he once led a number of national research projects on energy and power development, industrial policy, technological innovation, international exchanges and cooperation. He also led the design of several large thermal power plants. He is a recipient of the Special Government Allowances of the State Council and holds the title of National Engineering Survey and Design Master.
