Dr. Yang is a well recognized energy policy expert. He has dedicated himself to promoting clean energy transition, oil and gas sector reform and China’s participation in global energy governance.

Dr. Yang served as the Senior Advisor to Fatih Birol, the Executive Director of IEA from 2016 to 2019. Prior to that, Dr. Yang had been working at the National Development and Reform Commission and the National Energy Administration (NEA) for almost 15 years, during which he served as Deputy Director General of the Oil and Gas Department at the NEA from 2012 to 2016.

Dr. Yang earned his Ph.D. from China University of Petroleum (Beijing) and his B.S. from Northwest University.
